The City of Beverly Hills is addressing homelessness through multiple channels outlined below; continue reading for more detailed information on each strategy.

1. We work directly with homeless individuals - our homeless outreach team - CLASP - conducts daily outreach on the streets of Beverly Hills and at weekly hot meal programs offered by the local faith community.

2. We engage community stakeholders - the Beverly Hills Homeless Collaboration made up of the Human Services Division, CLASP, city representatives including: attorney's office, parking, police, fire.

3. We engage local businesses - our Positive Change, Not Spare Change campaign has been introduced to the business community, encouraging owners and patrons to direct generous giving to social service agencies for long term, permanent impact on homelessness in Beverly Hills.

4. We participate in city policy development - two ordinances passed through city council regarding behavior on public property and parking ticket forgiveness encourage individuals to engage in services to meet their basic needs and increase their self-sufficiency.

5. We support regional efforts to end homelessness - In November 2011, City Council passed a resolution in support of United Way's Home for Good initiative and plan to end chronic homelessness.

Join the Beverly Hills Homeless Collaboration:

• Meets the second Tuesday of every month to assist homeless individuals in Beverly Hills. The BHHC has worked collaboratively to make a difference since October 2010.  Anyone interested in attending should contact Jim Latta, Human Services Administrator at 310-285-1006.
• Members include People Assisting The Homeless, Step Up On Second, Los Angeles Mission, All Saints Episcopal Church , Beverly Hills Presbyterian Church, Good Shepherd Catholic Church, Beverly Hills Police Department, Los Angeles County Beverly Hills area District Attorney, Los Angeles County Department Mental Health court liaison, Human Services, Library, park rangers, parking enforcement, Changing Lives and Sharing Places (CLASP) Homeless Outreach Team and the Human Relations Commission .

Ordinance of the City of Beverly Hills Prohibiting Certain Conduct on Public Property.

The City of Beverly Hills is committed to taking a holistic approach to addressing the causes of, as well as deterring, certain public conduct on public property.  The City has made arrangements with shelter facilities to make such facilities available for homeless persons in Beverly Hills who wish to avail themselves of such facilities.  For those who wish to avail themselves of these facilities, transportation will also be made available.  The City has engaged in, and will continue to engage in, outreach efforts to communicate with homeless individuals regarding facilities available to address their basic needs an avoid violating the provisions of this ordinance.  Finally, in adopting the following provisions into its Municipal Code, the City Council also directs that members of the police department or other appropriate officials offer those alternatives to any person who appears to be homeless before arresting or citing that person for a violation of these provisions.  For complete Ordinance click here.

Resolution to Create a Parking Forgiveness Program

Parking citations often pose a barrier to stability and self-sufficiency for individuals and families who are homeless, formerly homeless, or at-risk of homelessness. Many of these individuals live paycheck-to-paycheck, and thus parking citations can result in an impounded car that can then result in loss of work and a reduction in income. Those who have already lost their homes and live in their cars are frequently subjected to parking citations, which they often cannot pay, resulting in impoundment. Unable to retrieve their cars, they may lose all of their possessions and their last form of shelter. The City Council of the City of Beverly Hills is aware of this critical problem and is concerned about individuals and families who are homeless, formerly homeless, or at-risk of homelessness.
